A Brief Overview
Demonstrates twenty four hour responsibility and accountability for operations quality of services and all aspects of safety and maintenance programs within the institution. Ensures provision of quality services by maintaining appropriate resources staffing levels competency of staff maintenance/ and performance of equipment physical space and training and education of staff. Demonstrates responsibility and accountability for all aspects of safety plant operations and maintenance programs of the organization. Ensures safe well-maintained environment of care assuring the safety and well-being of patients family physicians staff and visitors throughout organization.
Essential Functions
- Personnel Management Manages and provides direction to the maintenance staff to assure department is producing high quality work efficiently and cost effectively
- Direct all building and facility related operations including Maintenance Engineering and Environmental Services
- Ensure the Environmental Services needs of the facilities are met and associated quality measures are maintained
- Maintain clean and safe grounds monitoring appropriate staffing qualifications scheduling training and coordination of activities with outside contractors
- Selects/hires employees and trains and/or oversees the training on job related tasks.
- Conducts employee performance management duties including completion and delivery of performance evaluations setting goals dissemination of information coaching addressing performance issues/routine correction actions and recommending termination of employment.
- Makes salary recommendations.
- Submits notifications for personnel actions (e.g. status changes terminations).
- Makes recommendations for human resource needs.
- Design work routines and schedules of staff for maximum efficiency
- Assure that the maintenance department plans coordinates and executes preventative maintenance needs as well as attends to repairs and building improvements
- Lead monthly safety meeting and maintain proper records.
- Operational/Financial Management
- Under the direction of the Vice President prepare the annual operational budget for the operation of Maintenance
- Responsible for the implementation and execution of business plans or activities for the department. May assist in the development of business plans.
- Makes decisions guided by the business plan and resource availability that impacts service levels and the teams ability to meet objectives.
- Analyzes processes and procedures and makes recommendations and/or decisions on guidelines for daily processes/activities within department. May recommend policy changes related to the department. Implements new or revised policies processes and procedures within the work area.
- Manage department budget performance and adhere to record keeping policies and procedures Develops the annual budget monitors and prepares budget variance reports for the department.
- Applies business and management expertise to identify problems/opportunities determine solutions and measure results.
- Ensures compliance with quality assurance safety practices policies regulatory and legal requirements.
- Maintains fire and life safety systems and periodic testing Assures HVAC plumbing electrical and generator system are maintained in good working order
- Assist with approved renovation projects apartment turn over when vacancies occur and oversee punch lists Provides input on monthly variance reports for Maintenance
- Update the capital asset management list recommend upgrade or replacement schedule for essential building systems and equipment
- Expedite workflow by distributing assignments in a timely manner review work orders and set priorities accordingly
- Manage contracts with outside vendors and maintain records of all contracts work orders and budgets.
- Participate in performance improvement meetings quality assurance programs safety programs and management and departmental meetings
- Strategic Development Functions Carry out functions of leadership in alignment with expectations of similar positions within host hospital. Includes but is not limited to participation in leadership training fostering organizational culture and mission and meeting service/productivity standards.
- Uses discretion and independent judgment in organizing and directing Site Facilities Operations teams which includes but is not limited to regulatory compliance and management quality assurance activities and programs financial performance and reporting and personnel management and development.
- Accountable for ensuring that all building systems and equipment are installed and maintained in accordance with Joint Commission (EC/LS) standards and all other applicable State/Federal/Local regulatory requirements.
- Provides leadership in supporting development of performance standards for all Departments/Services Managed.
- Partners internally/externally to ensure the use of best practices including lean principles.
- Accountable for financial performance related to Operational Facilities spend while ensuring adherence to established operating budgets.
- Ensures staff training in approved practices and procedures related to proper facility maintenance techniques.
- Supports the Planning and Design Services department with Facilities Operations Capital equipment forecast/budget process.
- Point of escalation for all facility concerns and/or grievances by patients physicians and staff.
- Creates a safe work environment for staff by ensuring adherence to all safety/infection control policies and procedures/practices to include but not limited to the wearing of appropriate protective clothing and gear and the proper handling of contaminated equipment and tools.
- Manages and determines the degree of compliance with applicable standards specifically in the areas of Joint Commission Environment of Care/Life Safety CMS NFPA OHSA Safety Management Security Management Bio-Hazardous Waste and Hazardous Materials Management and Waste.
- Regular attendance at work is an essential function of the job.

Education Qualifications
- Bachelors Degree from an accredited college or university Required
Experience Qualifications
- Minimum 7 years of experience in a hospital environment including 3 years of leadership experience. Required and
- Joint Commission/CMS Survey experience at the hospital level Preferred and
- Previous experience with construction projects from planning to final commissioning Required and
- Experience with property management Preferred
Skills and Abilities
- Excellent interpersonal skills and experience leading/managing a complex site.
- Strong skills in critical systems such as emergency/stand-by generators automatic transfer switches un-interruptible power supply (UPS) systems power distribution systems/medical gas.
- Strong verbal and written (report) communications skills; superior presentation skills.
- Strong judgment problem-solving and crisis management skills.
- Understanding of building Management Control Systems Life Safety Systems CMMS.
- Proficient in Microsoft Office Power Point and Microsoft Outlook software.
