Job Summary

SALARY: $50000-$52000 annually

POSITION SUMMARY:

The Manager of the Property/Evidence is responsible for multiple areas where personal property case evidence and illegal drugs are securely housed. The Manager requires an in-depth knowledge of Law Enforcement State and Federal laws. Researching of cases for disposition appearances in court handling of firearms and illegal drugs are done on a daily basis. There is a high level of responsibility and the highest of integrity involved. Interactions with officers prosecutors office lab other law enforcement agencies civilians etc. on a daily basis.

SUPERVISION EXERCISED:

Property and Evidence Custodian

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Supervises and trains property personnel and assigns their work: prioritized work assignments and projects.

Oversees secure multi room multi-location storage areas for property and evidence.

Oversees and maintains all evidentiary Chain of Custody for all evidence and property logged into the police departments property areas.

Maintains organized confidential records and placement of all evidence and property.

Conducts ongoing reviews and audits of evidence and property to ensure integrity of the system.

Coordinates the scheduling and transportation of evidence and property to and from the lab infirmary for the destruction of illegal drugs and firearms.

Determines the appropriate disposition of property in compliance with court orders South Bend Police Department Policies and Procedures and all State and Federal Laws.

Coordinates police department auctions online for unclaimed and disseminated property.

Collaborates with the Prosecutors Office to research and define the disposition of case status.

Research cases in multiple software systems provided by South Bend Police Department Indiana Government Legal sites outside Law Enforcement agencies and onsite at the South Bend Prosecutors office.

Collaborates with the South Bend Police Department City Legal team for ever changing laws specific cases with different surrounding circumstances.

Consistent contact with officers on packaging property and evidence procedures

Appears in court when subpoenaed to testify to processes and procedures evidence and property in the Property Room.

Court related affidavits for destruction orders.

Works closely with the Lab Technicians Digital Media Technicians Firearms Expert and Records

Cleans and maintains proper maintenance in and around evidence areas.

Performs employee evaluations on subordinate employees.

Clerical duties

NON-ESSENTIAL/MARGINAL FUNCTIONS:

Manages Property & Evidence Custodian

EDUCATION / QUALIFICATIONS:

High school diploma or equivalent.

Previous work in a Property Room/Police Evidence Setting Required

KNOWLEDGE AND ABILITY:

Ability to type thirty-five or more (35) words per minute. Ability to problem solve and communicate with other employees and members of the public. Ability to learn or knowledge of Microsoft Office suite and other departmental software applications relevant to evidence and property records keeping. Ability to occasionally lift or move items that weigh up to one hundred (100) pounds. The position may require successful passing of an evidence custodian or legal chain of custody course.

CERTIFICATES LICENCE REGISTRATION:

Valid drivers license.

Computers; Telephones; Cameras; Photocopiers; Fax machines; Radio equipment; Cellular phones; Writing and marking equipment; Packaging equipment; Carts Locks and security items; Motor Vehicles.

PHYSICAL DEMANDS:

While performing the duties of this job the employee is required to sit talk or hear. The employee is required to stand walk stoop bend and lift use hands and fingers handle or feel objects tools or controls and reach with the hands and arms. Specific vision abilities required by this job include close vision and the ability to adjust focus. On limited occasions portions of the required work may be located outdoors and require the employee to walk or stand for periods. The job may occasionally require the employee to handle biohazard objects and contaminated evidence. Some items handled may be sharp hazardous or slippery.

WORK ENVIRONMENT:

Much of the work is performed in a warehouse like environment. The work involves handling of boxes/bags that have been stored and contain dust and other residue. There are areas that involve cold temperatures. The drug evidence area has an odor that may be overwhelming at times. The noiselevel in the office work environment is usually quiet; however certain duties may expose the employee to loud noise levels.
