Lead Construction Engineer (MEI)

Job Purpose/Objective

To develop and implement effective construction strategy plans and procedures to ensure the Project Delivery Department has the necessary resources and competencies to achieve consistent and effective standards of discipline engineering inputs and supervision of civil engineering and construction projects.

Duties & Responsibilities

1. Prepare monitor and control the overall monthly project civil construction planning to ensure construction assurance activities and integrative Site Execution activities are in line with the project execution plans.

2. Prepare monitor and control monthly site staffing of the civil Construction organization (with representatives in Contractors offices as required) to ensure proactive definition and control of Site safety management processes

3. Prepare and monitor monthly Technical Queries (TQ) performance against measurable civil construction targets to ensure planning and execution of Constructability Construction Hazard Identification (HAZID) activities are effectively covered during Select Front End Engineering Design Execute and Handover.

4. Prepare and monitor monthly project and construction management planning (workface planning and Path of Construction) reviews to ensure competitive scoping and cost effectiveness are applied from early Site Investigations to handover.

5. Prepare monitor and control quarterly contractor performance evaluations to ensure construction and safety performance are in line with the Construction Execution Strategy.

6. Prepare monitor and control project and construction risks and associated response plans for the construction scope during all phases to ensure delivery and compliance assurance of the contracted construction scope are in line with the project specifications standards and regulatory

• Project completion ratio - Actual versus baseline
  
• Number of reportable incidents per man-hours worked
  
• Quality issues at end of defect rectification period
  
• Cost predictability - Design and construction costs to implement change orders
  
• Time predictability - Time for construction versus baseline
  
• Cycle time from the discovery of a control deficiency to a risk acceptance decision
  
  

Requirements

Education

A university degree is preferably in Engineering or any other related discipline.

Experience

10 - 15 years post-graduation experience With at least 5-8 years specifically in pipeline construction and 3-5 yeas in a principal role or in a similar role for portfolio of projects and good knowledge of the Oil and Gas industry.
