Job Description:

SUMMARY

This is responsible technical work requiring independent judgement involving the operation and control of the overall safety and reliability of the bulk electric utilities system.

Positions allocated to this classification report to a designated supervisor and work under limited supervision. Work in this class is distinguished from higher classes by its lack of management responsibility and from lower classes by its advanced technical skill and supervisory responsibilities.

ESSENTIAL JOB FUNCTIONS

Operates all SCADA AGC and EDC equipment in monitoring and controlling of electric generation transmission systems of the electric utilities system.

Allocates loading of power generation units considering unit availabilities efficiencies capabilities reserves and fuels.

Schedules power interchange over tie lines according to economic factors and operating conditions.

Monitors and evaluates the condition of the Bulk Electric System on a continuous basis anticipating potential operating and loading problems and implementing approved strategies to mitigate or react to adverse system conditions.

Approves and writes Transmission Switching Orders.

Approves tags and transactions.

Develops mitigations for real time contingencies on GRUs Bulk Electric System.

Coordinates the sale and purchase of Energy with GRUs Marketer (TEA).

Monitors system security transmission voltages power factor and flows.

Monitors and regulates energy flow within the system and over tie lines.

Schedules and coordinates outages of generating transmission metering and control facilities with operating and maintenance personnel and with interconnected utilities.

Takes corrective action to minimize service interruptions and equipment damage during system emergencies.

Monitors and facilitates proper execution of switching orders performing 3-way communication.

Grants and maintains work clearances required to safely perform work on the Bulk Electric System.

Controls peaking units transmission switches and breakers and load tap changing as required.

Complies with all established standards rules regulations policies procedures and guidelines of regulatory agencies including but not limited to the North American Reliability Council (NERC) the City of Gainesville and GRU.

Maintains appropriate logs and records of necessary data regarding GRUs Electric System and its Generation Units.

Communicates using telephones hot line telephones computer and radio.

Provides training and supervision to lower level Power System Coordinators.

Required to respond to work under emergency conditions.

Attends work on continuous and regular basis.

NON-ESSENTIAL JOB FUNCTIONS

May act in the absence of the manager.

May be responsible for enforcing the drug policy based on physical location and organizational structure.

Performs other related duties as assigned.

QUALIFICATIONS

To perform this job successfully an individual must be able to perform each essential job function satisfactorily. Below are the required education experience knowledge skills and abilities to perform the essential functions.

EDUCATION AND EXPERIENCE

Graduation from high school or possession of an acceptable equivalency diploma and six years experience in electric generation transmission and distribution or completion of the progression-through-training program established for the Power System Coordinator I classification or an equivalent combination of education and experience which provides the required knowledge skills and abilities.

North American Reliability Council Certification(NERC) level BT or higher required.

KNOWLEDGE SKILLS AND ABILITIES

Considerable knowledge of principles of electrical theory as applied to power systems wiring systems and energy dispatching and distribution operations.

Considerable knowledge of the relationship of power dispatching and distribution functions to the entire electric generation transmission and distribution system.

Considerable knowledge of electric theory as it pertains to load flows frequency system stability and interchange contracts.

Considerable knowledge of occupational hazards and accident prevention methods in assigned area of responsibility.

Considerable knowledge of safety policies and operating procedures of the utility system.

Considerable knowledge of the geographic area served by Gainesville Regional Utilities.

Working knowledge of FCC rules and regulations.

Working knowledge of materials and equipment used in an electric system.

Working knowledge of the City of Gainesville Disaster Preparedness Plan.

Some knowledge of digital computer operation and theory.

Ability to keep complex operating records and to prepare reports on operations.

Ability to react calmly and quickly in emergencies.

Ability to communicate effectively both orally and in writing.

Ability to work effectively with coworkers and the general public.

Ability to read and understand one line diagrams schematics and other system documents in and electronic environment or hard copy.

Ability to multi-task in normal and emergency situations.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS

To perform this job successfully an individual must possess certain physical abilities and be able to withstand work related environmental conditions.

PHYSICAL REQUIREMENTS

Must possess normal color vision.

WORK ENVIRONMENT

Work is performed on rotating 12-hour shifts.

May be required to work unscheduled overtime during emergency situations.
