JUDICIAL ASSISTANT III

Pay: GRADE 135: $54858.23 - $79544.43 Annual Salary ($26.37 - $38.24 Hourly).
FLSA Status: Non-Exempt Full-Time Eligible for Benefits 40 Hour Work Week.
GENERAL PURPOSE
This position administers and supervises the clerical operations of Ogden Justice Court. Receives supervision and general direction from the Court Administrator. Directly supervises court clerks deputy clerks cashiers and lower-level staff.
ESSENTIAL JOB FUNCTIONS
- Thoroughly understands and expertly performs all functions of a Justice Court Clerk and In Court Clerk.
- Coordinates daily function of the Ogden Justice Court.
- Performs a variety of first-line supervisory and complex clerical duties designed to maintain the proper function of the court.
- Assists in the hiring of new court clerks and direct their training.
- Carries out supervisory and administrative responsibilities in accordance with the courts policies procedures and applicable laws.
- Directs clerk duties as well as evaluates their performance.
- Responsible for establishing and enforcing standards of performance and job knowledge of clerks including disciplinary action.
- Daily accounting involving reconciliation of monies taken web payments and reporting distribution of revenues to finance; ensuring that any bench warrants paid through the courts web payment program are recalled avoiding potential arrest on an invalid warrant.
- Track all bail posted at jails for new offenses and warrants; Finders checks; forfeiting and applying said bail; recalling warrants if appropriate; refunding bail to the person posting it or applying monies to public defender fees as ordered. Reconciliation of all trust funds.
- Monitoring and forfeiting bail bonds for defendants who fail to appear. Ensure bonding companies comply with state regulations to remit bail posted.
- Liaison with all local correctional facilities sheriff and bailiffs for transport. Key person in charge with trouble shooting these areas.
- Trouble shoot issues involving judges and city prosecutors to include policy changes liaison with warrant officers regarding policy and procedural changes.
- Liaison with the Administrative Office of the Courts on accounting issues and changes in bail schedules.
- Address complaints brought forth by the staff and public resolving problems.
- Assists in Ogden Justice Court policy development including writing and revising policies.
- Prepares training materials; schedules ongoing training for court clerks and keeps individual records of training provided to each clerk regarding new legislation court policy and procedure and other matters identified when consulting with the court administrator and judges.
- Fosters a positive and productive work atmosphere.
- Maintain accurate records for all trust revenue cash bail and bail bond forfeitures.
- Arrange travel registration and lodging in a timely manner for all employees and judges as needed.
- Schedules certified bi-lingual interpreters for court and processes payment timely.
- Regularly holds staff meeting to inform justice court personnel of policy statutory or other rule changes.
- Coordinates jury panel with District Court telephones prospective jurors to appear for jury duty processes payments and employment letters.
- Participate in safety and risk management activities; take action to reduce liability to the city.
- Attendance and punctuality are essential functions of this position. Employee is required to work as a team and frequently meet with co-workers and supervisors; employee is required to communicate in-person with the public during office hours; and employees are required to use on-site equipment.
- Perform other related duties as required/assigned.
EDUCATION AND EXPERIENCE REQUIREMENTS
- At least four years of court clerk experience with at least two years as a Class I Justice Court or District Court clerk or in-court clerk.
- High school diploma or its equivalent.
- Any combination of experience and education that would likely provide the required knowledge and abilities may be qualifying.
- Employees will be required to complete NIMS IS100 IS700 and within one year of hire.
Failure to obtain/maintain license and certificate as outlined above may result in termination from the position.
SPECIAL REQUIREMENTS
- Must be eligible to receive security clearance to obtain access to state computer files.
- Possession of or ability to obtain a valid Utah drivers license.
- Employees will be required to complete NIMS IS100 and IS700 within three months of hire.
KNOWLEDGE SKILLS AND ABILITIES
- Knowledge of traffic codes criminal law and small claims rules.
- Knowledge of legal terminology.
- Knowledge of court documents policies and procedures.
- Knowledge of office management systems.
- Knowledge of filing procedures.
- Knowledge of bookkeeping and accounting procedures.
- Knowledge of recording devices and electronic filing systems for citations to meet legislative and judicial council mandate that court proceedings are recorded on specific type of recording device and all citations are electronically filed.
- Skill in working with fellow co-workers in stressful conditions.
- Skill in tactfully dealing with and influencing people.
- Skill in communicating effectively both orally and in writing.
- Skill in typing at least 40 wpm.
- Skill in the use of personal computer and word processing and spreadsheet software.
- Ability to maintain effective audio-visual discrimination and perception needed for: making observations communicating with others reading and writing and operating assigned equipment as required by the position.
- Ability to establish and maintain effective working relationships with those contacted in the course of work.
- Ability to maintain mental capacity which allows for effective interaction and communication with others.
- Ability to comply with all city policies and regulations including safety and risk management standards.
WORKING CONDITIONS & PHYSICAL REQUIREMENTS
- The work environment is primarily inside where the noise and temperature levels are moderate.
- The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift carry push pull or otherwise move objects including the human body.
- Must possess the visual ability to see clearly at close (less than 20 inches) distances.
- Additionally the following physical abilities are required: standing walking sitting using hands and fingers to handle or feel reaching with hands and arms stooping kneeling crouching talking and hearing.
