Main Purpose of Job

The Special Education Specialist Lead serves as the primary programmatic and operational support to the Special Education Director and functions as the second-in-command for special education services within the Juvenile Services Education Program (JSEP). This position provides leadership technical expertise and job-embedded coaching to support consistent implementation quality service delivery and effective instructional practices for students with disabilities across secure and nontraditional educational settings. The Specialist-Lead supports system-wide improvement by translating federal state and local special education requirements into clear actionable practices and strengthening staff capacity through collaboration and interagency coordination.

MINIMUM QUALIFICATIONS

Education: Possession of appropriate educational credentials as determined by the Maryland State Board of Education.

Experience: Two years of experience providing classroom instruction to students.

SELECTIVE QUALIFICATIONS

Mustpossess a MSDE Secondary Education Educator License with Special Educationendorsement.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate for this position maypossess any of the following qualifications:

  • Demonstrated experience leading special education compliance and regulatory alignment including oversight of IEP development procedural safeguards audit readiness corrective action planning and participation in state monitoring or due process proceedings.
  • Knowledge of Maryland COMAR 13A.05 and 13A.08 regulations is strongly preferred.
  • Experience coaching educators and administrators in trauma-informed restorative and data-driven instructional practices with the ability to integrate academic behavioral and transition planning systems preferably within high need alternative education juvenile justice detention or residential treatment settings.

LICENSES REGISTRATIONS AND CERTIFICATIONS

Teachers in State operated school programs are required to acquire and maintain certification to teach in the State of Maryland per Education Article Section 6-101 of the Annotated Code and Code of Maryland Regulations (COMAR) 13A.12.01.03B(2). Applicants recommended for appointment will be required to complete an Authorization and Verification of Credentials. Information on requirements for certification and procedures for application may be obtained from the Maryland State Board of Education 200 W. Baltimore Street Baltimore MD 21201-2595.

Additional educational credits beyond the Advanced Professional Certificate must meet the following criteria established by the Institutional Educators Pay Plan Committee in order to qualify for application toward the APC plus 30 (60) levels:

Credits must be beyond the education level held at the time the educational requirements for the Advanced Professional Certificate were met and must either relate to the current job responsibilities or be part of an employer approved program of study.

Credits mean semester hours from a regionally accredited college or university or Maryland State Department of Education approved workshops.

No more than one half of any additional credits applied to these criteria may be earned through Maryland Department of Education approved workshops.

SPECIAL REQUIREMENTS

Employeesin this classification are subject toSubstance Abuse Testingasoutlined inCode of Maryland Regulation (COMAR) 17.04.09which addresses the testing for illegal drug use.

As part of the hiring process applicants must consent toState Police and Child Protective Services (CPS)investigations/background checks which are standard procedures forall employees working in State Juvenile Services facilities.

Proof of eligibility to work in the United States as requiredby theImmigration Reform and Control Act must be providedupon hire.

Additionally employment is contingent upon obtaining at leastaConditional Maryland Teaching Certificate. If it isdetermined after hiring that the incumbent does not qualify for thiscertification or fails to obtain and maintain the appropriate Maryland TeachingCertificate employment will be terminated.
