Job Summary

Overview

The State of Vermonts Homeland Security Grant Unit (HSGU) is seeking a Grants Management Specialist II to help manage and oversee major federal and state grant programs that support emergency preparedness and public safety across Vermont.


This role will serve as a key resource to municipalities contractors and state partners ensuring grant funds are administered effectively compliantly and in alignment with program goals. The Specialist will work under the direction of HSGU leadership but will have significant autonomy to apply your professional judgment and expertise.


Duties:

  • Manage the full lifecycle of assigned grant programs from implementation through monitoring and closeout
  • Provide guidance and technical assistance to municipalities subrecipients contractors and agency staff on federal and state grant requirements
  • Coordinate and conduct grant monitoring reviews; evaluate compliance and prepare written monitoring reports and determination letters
  • Track deliverables timelines and performance to ensure projects stay on scope and meet established goals
  • Develop and improve systems policies and processes to increase efficiency and strengthen compliance
  • Collect analyze and report program data to state leadership legislators federal partners and other stakeholders
  • Assist with training workshops and develop written guidance materials
  • Support quality assurance efforts to ensure accurate reporting and documentation
  • Assist with state contracts and Memorandums of Understanding
  • Contribute to database and software improvements related to program planning and reporting

The ability to interpret complex regulations communicate them clearly to a range of partners and manage multiple projects at once is vital. PUBLIC SAFETY BACKGROUND CHECKS: Candidates must pass any level of background investigation applicable to the position to include Motor Vehicle/Criminal Records Personal History Credit and any additional background check(s).

Environmental Factors

Work is performed primarily in an office setting and in a variety of field situations including large group meetings. Some private means of transportation should be available since occasional travel outside of the worksite will be required. Meetings with various advisory committees public interest groups municipal officials and program staff as well as basic position functions may entail significant evening hours. Urgent deadlines can be anticipated.

Minimum Qualifications

Bachelors degree or higher in business management accounting public administration or related field AND three (3) or more years of experience with managing grants public administration or related field.

OR

Five (5) or more years of experience with managing grants public administration or related field.

OR

One year (1) or more of experience as a Grants Management Specialist I.

Special Requirements

Must pass a federal secret clearance to retain employment. This may take longer than the normal six (6) month probationary period but employment in this position may be terminated for failure to obtain a secret clearance. Employment in this position may also be terminated if the employee is not able to maintain a secret clearance.
