Assistant Director Elementary Special Education and Related Services

GENERAL SUMMARY
This positions responsibilities include the implementation of all department goals to meet the district mission for inclusive educational programs for students with disabilities with a focus on instructional best practices and compliance. The assistant director provides leadership and direction of all assigned programs and is responsible for the success of those programs at designated locations. Responsibilities typically include supporting special education programs at the elementary level. This position assists the executive director and/or designee with staffing policy development implementation of special education regulations staff development school support data collection record keeping and the selection and evaluation of staff.

ESSENTIAL FUNCTIONS

1. Provides leadership in Professional Learning Communities and Professional Learning Teams by supporting Ed Specialists ESA leaders and special services leaders meetings. This position will create professional development support for these teams to strengthen their leadership skills.
2. Supports Safety Net and guides the department members in meeting the Safety Net requirements.
3. Provide continuing support and act as liaison between special programs (e.g. ESY self-contained) support services community outreach public agencies (e.g. inter-district agreements) building principals and staff.
4. Provide leadership for all instructional support services and communicate with all locations to ensure compliance with all program regulations and policies including the preparation of all federal state and district reports.
5. Assist building administrators staff and families with special education law/compliance; IEP process and the writing of measurable goals/objectives assessment implementing data management systems designing Functional Behavior Assessments (FBA) Behavior Intervention Plans (BIP) manifestations and ensuring state standards are met through the IEP process.
6. Assist with the hiring supervision and evaluation of certificated and classified staff.
7. Assist with budget planning and program staffing.
8. Assist in interpreting and administering policies rules and regulations.
9. Be actively involved at local state and federal administrative and program association meetings as a district representative.
10. Plan and implement effective student transition between elementary and secondary programs addressing curricular social and program focuses.
11. Ensure due process compliance of special education activities including assessment and student placement.
12. Reports incidents of child abuse altercations and substance abuse for the purpose of maintaining personal safety of students providing a positive learning environment and adhere to the educational code of ethics and district/school polices.
13. Coordinate student placement in instructional support programs as needed.
14. Demonstrate experience and sensitivity that affirm individuality and diversity.
15. Attend and participate in all required staff meetings and other activities deemed necessary by the district and/or building administrator in order to accomplish the objectives of the position.
16. Perform such other duties as may be assigned by the executive director or designee.

REPORTING RELATIONSHIPS
This position reports to the Director of Early Learning and Elementary Special Services. Incumbent(s) will supervise and/or lead other employees.

CONDITIONS
Required to deal with a wide range of staff and student achievement and behavior. May experience frequent interruptions and must be able to handle multiple tasks simultaneously. May be required to deal with distraught students/parents/staff: may be exposed to infectious diseases.

Physical Demands
While performing the duties of this job the employee is regularly required to talk hear and operate a computer as well as hand-held learning devices and other office equipment. This position is active and requires standing walking bending kneeling stooping crouching crawling climbing and reaching throughout the day. The employee will use frequently use repetitive arm/hand motion and must occasionally lift and/or move items over 30 pounds. Specific vision abilities required by this job include close vision distance vision color vision peripheral vision depth perception and ability to adjust focus. The employee may climb stairs or ride in elevators depending on the worksite.

Environmental Factors
Moderate to loud noise levels.

MINIMUM QUALIFICATIONS

Education and Experience
Masters degree in administration or principal program. Must possess and be able to maintain valid certifications for building or program administration in the state of Washington. Previous building level administrative experience. Five years experience in public education including special education related services and relevant administrative at multiple levels (elementary middle school and high school) desirable.

Knowledge Skills and Abilities
Knowledge of and demonstrated ability to apply credit theory laws practices and standards in all areas of special education services;
Knowledge and understanding of Title I/LAP ELL ECE AP Head Start and how these programs support special needs students;
Demonstrated skills in the instructional leadership research strategies teambuilding district level projects and instruction;
Demonstrated skills in effective relations with students staff parents advisory committees businesses and the community with a silent personal visibility and accessibility;
Ability and understanding of the relationship among academic special needs learning populations and applied learning;
Ability to implement sound instructional and management skills including education reform and alternative assessments;
Ability to provide input in maintaining and revising policies and procedures and guidelines concerning special education programming;
Ability to recruit and select staff members and provide ongoing evaluation and in-service to maintain and improve staff performance;
Ability to use current research-based practices to improve content and sequence of the teaching/learning process and its outcomes for students with disabilities;
Ability to maintain appropriate confidential reports records and files in compliance with state/federal law;
Ability to establish and maintain positive effective working relationships with those contacted in the performance of work (e.g. district parent advisory Council staff); and
Ability to maintain regular reliable and punctual attendance.

Licenses/Special Requirements
Possession of or the ability to obtain a valid Washington State administrator certificate. Must maintain all licenses and certifications as a condition of continued employment. Successful clearance of criminal justice fingerprint and background check.
