Job Summary
Performs professional accounting duties supporting the Citys financial operations. Responsibilities include general ledger accounting reconciliations financial reporting audit payroll accounts payable and fixed assets. Provides financial analysis and supports internal controls and accounting procedures.
Supervision Received
Works under the general supervision of the Finance Director.
Essential Duties and Responsibilities
The duties listed below are representative of the work performed in this position but may vary depending on departmental needs.
- Assists in maintaining the general ledger and preparing journal entries.
- Reviews financial transactions for accuracy proper documentation and correct account coding.
- Performs accounts payable functions including invoice review processing and payment preparation. Ensures compliance with City purchasing policies and procedures.
- Reconciles various balance sheet accounts.
- Assists with payroll processing and serves as backup for payroll.
- Assists with annual budget and monitors expenditures to ensure compliance with approved budgets.
- Assists in preparing for annual audit.
- Ensures compliance with City policies state laws and applicable accounting standards including GAAP and GASB requirements.
- Assist with fixed asset including inventory depreciation and physical audits.
- Responds to inquiries from City departments vendors and the public regarding financial transactions and procedures.
- Performs other related duties as assigned.
Minimum Qualifications
Education and Experience
- Masters degree in Accounting or a closely related field from an accredited college or university;
AND
- One (1) to five (5) years of professional experience performing the accounting and financial duties described above;
OR
- An equivalent combination of education or experience.
Knowledge Skills and Abilities
- Knowledge of basic accounting principles practices and procedures.
- Advanced proficiency in Microsoft Excel and/or Google Sheets including the use of V-lookups and pivot tables.
- Experience using accounting software and financial systems (NetSuite for Government preferred).
- Strong attention to detail and high level of accuracy in financial work.
- Ability to prioritize tasks meet deadlines and work independently with minimal supervision.
- Ability to communicate effectively both verbally and in writing.
- Ability to maintain confidentiality and handle sensitive information with discretion.
Preferred Qualifications
- Experience in municipal or governmental accounting.
- Knowledge of GASB standards and fund accounting.
- Experience preparing journal entries performing account reconciliations and audit and financial reporting requirements.
Working Conditions
- Work is primarily performed in an office environment.
- Requires prolonged sitting and frequent computer use.
- Occasional lifting of files boxes and office materials.
Physical Requirements
- Ability to operate standard office equipment including computers printers and telephones.
- Ability to communicate effectively in person in writing and over the phone.
- Ability to review prepare and analyze financial documents with accuracy and attention to detail.
As per Washington City policy and/or procedures a background check and drug screening evaluation will be required for potential new hire candidates prior to an offer of employment.
