Description of Work

This position is Exempt from the Human Resources Act (EHRA) with the exception of Articles 6 and 7. This is a full-time position (40 hours per week) with applicable State Benefits.*

This position implements existing grant programs funded by State Helene Recovery funds serving as project manager and North Carolina Department of Environmental Quality (DEQ) liaison with funding recipients. The position will monitor fund disbursements progress and reporting ensuring compliance with departmental state and federal regulations as applicable. The position requires analyzing program data interpreting policy changes and coordinating with internal and external stakeholders to ensure effective recovery efforts. The position will also assist in the development of the Western North Carolina (WNC) Recovery Program including working directly with local communities to identify funding draft review and finalize grant applications and develop funding strategies to aid in recovery efforts. The role involves independent consultation and program administration guiding local governments and organizations in identifying and securing federal and state funding opportunities across DEQ and other agencies.

Other Key Responsibilities:
Review progress reports from grant recipients to ensure progress towards defined outcomes and objectives and compliance with applicable regulations.

Monitor grant activities to ensure consistency with requirements and work specifications.

Monitor compliance of subrecipients with regulations policies and procedures.

Draft and reviews grant applications make recommendations and/or assist local government units in selecting appropriate funding opportunities.

Provide consultation to subrecipients and stakeholders on rules regulations policies work specifications and deliverables.

The Office of Continuous Improvement

The Office of Continuous Improvement (OCI) enhances the performance of the DEQ by fostering compliance and efficiency across diverse projects. OCI leverages business processes data analysis compliance and engineering expertise to drive improvement.

Embedded within DEQ divisions OCI works to develop and strengthen processes and workflows that support DEQs mandate to deliver federal funding effectively and equitably for infrastructure energy and resilience projects. OCI is charged with helping DEQ teams solve challenges provides data strategy technical support and policy expertise.

The Deputy Secretary of Infrastructure & Assistance:

The Deputy Secretary of Infrastructure & Assistance oversees the Division of Water Infrastructure (DWI) Division of Environmental Assistance and Customer Service (DEACS) the Office of Continuous Improvement (OCI) and the Grant Operations Unit (GOU) with a focus on how DEQ can best support local partners. The Deputy Secretary manages DEQs activities to fund and implement public water infrastructure projects; provide grant assistance to communities in North Carolina; and provide environmental assistance and promote the use of sustainable practices regarding waste reduction water conservation and emissions reduction.

The GrantOperations Unit:

The GOU overseessix(6) main service areas for the NC Department of Environmental Quality (NC (DEQ) including Helene Program ResponseServices Grant Technical ServicesProcess Optimization ServicesProcurement Services Communications and Outreach and other special leads program implementation provides technicalassistance manages cross-departmental initiatives to streamline grant distribution. The GOU also drives the development and adoption of standardized processes and centralized grant management systems ensuring efficiency transparency and accountability.

Minimum Education and Experience

Bachelors degree from an appropriately accredited institution and three (3) years progressively responsible experience related to the area of assignment; or an equivalent combination of training and experience.
