Job Summary

Duties and Responsibilities

  • Apply in-depth knowledge of Chapter 90 and 540 CMR regulations and RMV standards.

  • Conduct administrative hearings on disputes claims and/or other matters involving the agency by interviewing witnesses determining the admissibility of evidence and testimony and rendering decisions based on laws agency rules and regulations and facts presented to ensure the agency adherence to legal requirements and equitable settlement of grievances.

  • Coordinate assigned unit activities by scheduling hearings and conferences; drafting forms and form letters; attending meetings and conferences;revising agency office procedures; andmaintainingagency activity records.

  • Serve as a resource for internal and external departments to research and resolve inquiries.

  • Research laws regulations policy and standards to ensure compliance.

  • Provide customer service in a professional efficient and courteous manner.

  • Determine the need for hearings and /or further documentation.

  • Responsible for maintaining a variety of reports correspondence itineraries forms schedules etc.

  • Determine whether hearings on specific cases are warranted by consulting with agency staff and legal representatives of involved parties reviewing documentation the presence of procedural defects and/or weather court action is required.

  • Prepare reports and document hearing casesidentifying case strengths and weaknesses findings and recommendations.

  • Demonstrate a thorough knowledge of RMV/ Driver Control Units day to day operations.

  • Demonstrate an understanding of RMV/ Driver control Units departmental policies and procedures.

  • Ensure the accuracy of driver records and take corrective action if required.

  • Use internal and external software such as CJIS Masscourts ATLAS and interlock vendor websites to research records and make decisions of customer records.

  • Performs related work as required.

Applicants must have at least (A) four years of full-time or equivalent part-time professional experience in legal work claims adjudication or regulatory administration or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions

I. A Bachelors or higher degree with a major in law may be substituted for a maximum of three years of the required experience. *

II. A Bachelors or higher degree with a major other than in law may be substituted for a maximum of two years of the required experience. *

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of three years of the required experience.
