Compensation
PierceCounty Library System offers a compensation program which recognizes qualifications and experience relevant to each position. The starting pay isestablishedtypically within the hiring range below based upon the experience of the individual hiredintothe role. Our compensation package also includes annual increases for eachadditionalyear of experience and tenure in the role up to the maximum (current year maximum outlined in pay grade range above). Eligibility for overtime is exclusive to positions which are FLSA status non-exempt below.

As a part of the CE reorganization a newly developed Librarian in Training program job classification and positions are offered as a one-time opportunity for Ce Specialists pursuing or holding an MLIS. The Librarian in Training Program employment is defined as follows:
1. Overview: The Librarian in Training is a time-limited position during completion of a graduate-level degree program designed to result in a Master of Library Science (MLS) or a Master of Library and Information Science (MLIS) degree from an accredited library school. The position is expected to work under direction learn and perform work in the Librarian classification. A major portion of time is spent in public service activities.
2. Selection Process: PCLS will use selection processes consistent with article 24- Vacancies of the Collective Bargaining Agreement. PCLS will maintain management rights on the number of positions and locations posted.
3. Continuous Studies and Duration: The Librarian in Training is one time offering (non-precedent setting) for impacted Customer Experience Specialists due to the 2025/2026 Customer Experience re-organization and is a time-limited position. Employees must demonstrate:
a. proof of enrollment in Master of Library Science (MLS) or Master of Library Science (MLIS)
b. intent to enroll in a Master of Library Science (MLS) or a Master of Library and Information Science (MLIS) degree or has earned a Master of Library Science (MLS) or Master of Library and Information Science (MLIS) from an accredited library school by February 28 2026 with enrollment no later than September 30 2026 with continuous progress toward graduation within three years (36 months) of enrollment.
c. At their sole discretion the Library Director or designee may extend the duration of this assignment by up to an additional twelve (12) months when required by law or based on extenuating circumstances.
4. Proof of Enrollment: At any time during an employees assignment as a Librarian in Training the Library may require proof of ongoing enrollment which the employee shall provide without undue delay. Deliberate misrepresentation by an employee in the Librarian in Training position related to their continuous enrollment or progress toward program completion shall be grounds for termination of employment.
5. Expenses: All expenses associated with the employees formal studies shall be the sole responsibility of the employee including but not limited to:
a. tuition
b. books
c. transportation and
d. school fees.
6. Tuition Assistance Program: Nothing herein shall preclude a Librarian in Training from applying for tuition assistance consistent with PCLS Tuition Assistance Program.
7. Compensation: This section shall expressly supersede any provisions of the CBA. Initial wage placement will be assigned at the current step and rate in place at the time of assignment of the current CE Specialist position into the Librarian in Training classification.
a. The assigned hourly rates will be eligible for wage adjustments for cost of living and step increases as provided in the Collective Bargaining Agreement.
b. The Librarian in Training classification is FLSA non-exempt and eligible for overtime compensation consistent with the CBA.
8. Locations and Schedule: This position will be assigned to regular public service schedule consistent with the CBA. To provide the Librarian in Training with broad exposure to the community and various disciplines of Librarian work this position may be assigned to work at any Pierce County Library System location.
a. The Librarian in Training will be provided with fourteen calendar days notice of any change in work schedule or location when in the exclusive determination of the Library such notice is practicable.
b. The Library and employee retain the right to mutually agree to changes with less than 7 days notice as provided in the CBA.
9. Employment Status Benefits and Probation: Regardless of prior Pierce County Library System employment the Librarian in Training position will be eligible for all fringe benefits commensurate with that of a regular full-time employee including but not limited to:
a. paid leave
b. health and welfare and
c. PERS pension.
d. Seniority shall accrue consistent with the CBA. Employees assigned to the Librarian in Training position will serve a probationary period of six (6) months or as otherwise consistent with the CBA.
e. The probationary rights of regular employees as detailed in the CBA shall apply. An employee may resign from the Librarian in Training position at any time and be considered eligible to apply for other open vacant positions for consideration.
10. Program Conclusion: Regardless of successful completion of probation the Librarian in Training position is time-limited with an expected duration of no more than three years. Employees must notify the Library of their anticipated and final completion date. Within six pay periods following completion of their MLS/MLIS degree the employees assignment in the position will conclude. Employees who previously held regular status in another classification at the Library may apply for any open and vacant positions if such a position is available. Employees who did not previously hold regular status in another classification may be terminated.
11. Opportunity to Compete Promotion to Librarian: It is expected that upon completion of their MLS/MLIS degree an employee who has successfully completed the Librarian in Training program will meet the minimum qualifications to be eligible to promote to a regular position as a Librarian. Employees who successfully complete the training program and meet the Education and Experience requirements may apply to be considered for any vacant position in the Librarian classification.
a. If one or more current employees have successfully completed the Librarian in Training program any Librarian interviews will be open to all Library employees who meet the classifications minimum qualifications without regard to prior participation in the Librarian in Training program.
b. If an employee who successfully completed the Librarian in Training program subsequently promotes to the Librarian classification they shall initially be placed in the Librarian pay scale in accordance with the CBA for promotional increases.
