Created in 1993 LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care we coordinate and manage over $800 million annually in federal state county and city funds for programs providing shelter housing and services to people experiencing homelessness.


The Resident Monitor Team Member will play a pivotal role in the Los Angeles Homeless Services Authority (LAHSA) Centralized Unit Acquisitions strategy ensuring the safety and well-being of residents in master leased multifamily buildings. Resident and Property Support Staff will oversee the on-site support services aimed at fostering a safe positive and sustainable living environment for all residents utilizing Trauma-Informed Harm Reduction Low-Barrier and Housing First best practices.


Note: This position is funded through June 302026. Continuation of employment will be contingent upon funding availability.


The functions listed below are intended to describe the general nature and level of work being performed and are not to be interpreted as an exhaustive list of responsibilities.


Essential Job Functions

  1. Safety and Security Oversight:
    • Monitor and ensure the safety and security of the master leased premises staff guests and residents.
    • Conduct regular patrols and inspections of the property to identify and report any safety hazards or maintenance issues.
    • Monitor surveillance cameras and fire alarm systems to ensure the security of the premises.
    • Implement and manage a comprehensive entry and exit policy including a sign-in/out procedure for all visitors and personnel.
  2. Patrol and Inspections:
    • Conduct regularly scheduled patrols of the premises covering common areas offices bike rooms delivery areas parking lots exterior perimeters and access points.
    • Perform daily inspections to identify and report safety hazards plumbing issues HVAC problems structural damage appliance functionality and ground maintenance concerns.
  3. Resident Support Services:
    • Provide 24/7 on-site support to residents addressing their needs and ensuring compliance with program guidelines and policies.
    • Conduct weekly wellness checks and facilitate access to community resources life skills training and other necessary support services.
    • Assist residents with the enrollment and move-in process including coordination with property management.
  4. Reporting Data Management and Communication:
    • Complete Activity Reports for reportable incidents by end of work shift
    • Prepare and submit weekly reports detailing incidents support provided maintenance requests and resident progress.
    • Utilize the Homeless Management Information System (HMIS) for tracking case management support services provided and recording documents for participants
    • Immediately report any safety hazards maintenance issues or security concerns to property management or appropriate vendors/emergency responders.
    • Document and maintain records of all inspections incidents and maintenance needs.
  5. Collaboration and Coordination:
    • Work closely with LAHSA property management and various stakeholders to ensure comprehensive support for residents.
    • Participate in cross-agency coordination meetings trainings and case conferences.
  6. Crisis Management:
    • Provide trauma-informed crisis intervention and conflict de-escalation as needed.
    • Develop and implement emergency response plans for various potential crises affecting residents.
  7. Property Support:
    • Maintain cleanliness in common areas includinglobbies hallways and restrooms.
    • Perform light cleaning tasks such as dusting sweeping mopping and taking out the trash.
    • Ensure that common areas are stocked with necessary supplies (e.g. paper towels soap).
    • Monitor the condition of the property including lighting common areas water damage mold and general cleanliness.
    • Assist in coordinating necessary repairs or maintenance with property management and service providers.
    • Perform other duties as assigned

Knowledge Skills & Abilities

  • Ability to work independently and as part of a team.
  • Strong organizational and time management skills.
  • Capacity to handle crisis situations with composure.
  • Knowledge of community resources and support services that are available to residents.
  • Ability to provide non-violent crisis intervention.

Training & Experience

  • Experience working with homeless populations or in supportive housing environments.
  • Strong interpersonal communication skills with the ability to engage effectively with diverse populations.
  • Proficient in data entry and reporting using HMIS or similar systems.
  • Any combination of extensive and applicable work experience and educational credentials to perform the above duties successfully.

Preferred Qualifications

  • Knowledge of Trauma-Informed Care Harm Reduction and Housing First principles.
  • Certification in CPR/First Aid and Narcan administration preferred.


Working Conditions

  • This position may require you to be temporarily assigned at Master Leased/Service Provider sites across the city/county in an effort to support system flow and oversite of facilities.
  • This role may involve exposure to outdoor conditions and various maintenance environments.
  • This position requires you to work irregular hours including nights weekends and holidays and during disaster and emergency events to ensure coverage 24/7.


Work Schedule

  • First Shift: 7:00 a.m. to 3:30 p.m.
  • Second Shift: 3:00 p.m. to 11:30 p.m.
  • Third Shift: 11:00 p.m. to 7:30 a.m.


Note: This position is funded through June 302026. Continuation of employment will be contingent upon funding availability.

Schedule:The Chief Executive Officer or designee may change the schedule of positions between hybrid and onsite as necessary to accomplish LAHSAs business needs.

Residency Requirement:This position requires the employee to reside within the State of California. Proof of residency may be requested as part of the onboarding process to ensure compliance with organizational and operational requirements.
