The Campus Fire Marshal manages and advances the Universitys Fire and Life Safety Program and serves as the Authority Having Jurisdiction (AHJ) for fire and life safety matters for all Prairie View A&M University campuses facilities and properties including the main campus and any satellite and off-site locations. This position works collaboratively with campus partners to ensure compliance with the NFPA Life Safety Code NFPA Fire Code International Building and Fire Codes and applicable state local and federal regulations through fire prevention inspections investigations training and emergency preparedness efforts. The Campus Fire Marshal develops and implements programs procedures and education initiatives that support a safe and compliant campus environment.
Please Note: The salary is determined in accordance with the Universitys compensation structure and will be commensurate with the candidates education and experience within the assigned salary range for this position.
Responsibilities:
Program Administration:
Lead the University Fire and Life Safety Program in alignment with institutional risk management and safety goals.
Develop and implement program procedures standards and performance measures.
Coordinate vendor and contractor activities related to fire and life safety systems and services.
Support the growth of the Fire and Life Safety Program.
Regulatory Compliance & Enforcement:
Serve as the Universitys Authority Having Jurisdiction (AHJ) for fire and life safety matters.
Guide fire and life safety code compliance in accordance with University System local state and national regulations.
Review and approve building plans fire protection system designs fire code modifications and emergency evacuation plans.
Provide technical guidance to project managers architects engineers and contractors regarding fire protection design and code compliance.
Oversee fire safety permitting and compliance for large events and campus activities.
Fire Prevention Inspection & Investigation:
Direct fire prevention programs facility inspection responsibilities corrective action processes and oversight of fire protection system testing maintenance and compliance.
Lead fire investigations and incident analyses incorporating findings into prevention training and risk-reduction efforts.
Emergency Preparedness & Response:
Support fire and life safety components of campus emergency preparedness planning.
Assist with development and review of emergency action plans evacuation maps and evacuation drills.
Coordinate fire and life safety planning with campus emergency management initiatives.
Serve in an appropriate role within the Incident Command System (ICS) during emergencies.
Training Education & Outreach:
Lead fire and life safety education outreach and training programs for the campus community.
Develop training materials and prevention programming.
Represent the Fire and Life Safety Program at campus meetings and outreach events.
Coordination & Reporting:
Serve as liaison with local fire departments regulatory agencies and the Texas State Fire Marshals Office.
Prepare and submit reports plans and compliance documentation to campus leadership and regulatory authorities.
Provide technical input on fire protection infrastructure planning and campus development projects.
Perform other duties as assigned.
Required Education and Experience:
Bachelors degree in Fire Protection Engineering Fire Science or equivalent combination of education and experience.
Ten years of related experience.
Preferred Licenses/Certifications:
Certified Commissioned Fire Protection Fire Inspector (Texas).
Preferred Qualifications:
10 or more years of progressively responsible experience in fire prevention inspection code enforcement fire protection systems or fire service administration.
NFPA Fire Inspector I or II
Knowledge of NFPA Life Safety Code NFPA Fire Code International Building Code (IBC) International Fire Code (IFC) and applicable state and local fire and life safety regulations.
Knowledge of fire protection systems inspection practices and testing requirements.
Knowledge of safety and emergency response procedures.
Strong verbal and written communication skills.
Strong interpersonal and conflict-resolution skills.
Ability to multitask and work cooperatively with others.
Other Requirements:
Must be available to work beyond normal business hours including evenings weekends and University-recognized holidays as required to support campus operations emergency response and special events.
Special Requirements:
Applicants with equivalent experience in lieu of a Bachelors degree may be considered. One year of the related experience is the equivalent of one college year. Applicants being considered for the equivalency must have four years of related experience to meet the equivalency in lieu of a Bachelors degree plus the minimum required years of experience. Applicants being considered for the equivalency must have a total of fourteen years of experience.
