Job Summary

Main Responsibilities

Strategic Vision and Leadership

  • Contribute to the development and implementation of a proactive strategic approach to facilities management including a well-defined physical asset management plan identifying opportunities to deliver long-term cost efficiencies as wel as a forward-looking investment plan aligned with EXD/CSI strategic priorities.
  • Ensure that the approach to facilities management is underpinned by an actionable commitment to environmental sustainability consistent with the Organisations broader sustainability objectives subject to available resources.
  • Translate EXD/CSI strategic objectives into divisional priorities with associated key performance indicators (KPIs) for the delivery of EXD/CSI/BID services emphasising value for money risk management and service quality.
  • Develop and implement a sustainable and forward-looking strategy for outsourced maintenance and facilities services required for the maintenance of buildings ensuring service integration and operational resilience.
  • Lead staff in the implementation of change and transformation initiatives supported by effective change-management strategies with a view  to adapting services operating models and ways of working while motivating staff to embrace innovation and continuous improvement.
  • Finalise and implement a digital strategy for site and asset management that supports evidence-based decision-making and improved operational efficiency in a constrained budget environment.
  • Support the EXD/CSI Head of Service in strategic engagement with Member countries by preparing and presenting financial and operational analyses related to the building portfolio including long-term capital investment needs and medium-term planning requirements.

Managing Operations to Achieve Results

  • Ensure that the OECD office space is functional by integrating people place process and technology into their design.
  • Establish and continuously update as relevant a service catalogue and Service Level Agreements (SLA) for services provided to clients. 
  • Contribute to the strategic development of a billing framework aiming to ensure fair transparent and complete cost recovery pursuant to the cost recovery mechansims set by the Members of the Organisation.
  • Ensure that health and safety practices are consistent with host country standards and regulations.
  • Contribute to crisis preparedness business continuity and emergency response arrangements supporting organisational resilience.
  • Participate in all other horizontal activities involving the division.

Management Collaboration and Horizontality

  • Support the EXD/CSI Head of Service in building and sustaining a cohesive high-performing multicultural and multidisciplinary team promoting excellence inclusion and diversity through effective workforce planning performance management and staff development.
  • Provide leadership and day-to-day management to divisional teams within the scope of services fostering a culture of integrity accountability collaboration and innovation in line with the OECD Code of Conduct.
  • Ensure effective allocation of financial human and technical resources within the Division managing the budget and overseeing procurement activities in line with organisational rules and procedures with a focus on efficiency risk mitigation and value for money.
  • Ensure effective and proactive communications to senior management in EXD with a view to providing the necessary inputs for decision-making that reflects a ONE-EXD approach.
  • Embed a strong client-focused approach across EXD/CSI/BID services from design to delivery balancing service expectations with the role of steward of OECD resources and managing stakeholder expectations through clear communication.
  • Actively engage with a vast array of stakeholders including but not limited to the Staff Association and Employee Resource Groups early and often to ensure staff-related considerations are reflected in the development of approaches strategies and results subject to available funding.
  • Co-ordinate divisional service delivery with other EXD services and relevant directorates contributing to integrated One-EXD solutions and addressing cross-cutting operational and strategic issues.

Qualifications :

Ideal Candidate Profile

Academic Background

  • An advanced university degree in real estate facility management engineering business administration or similar.

Professional Background

  • Minimum of ten years relevant professional experience including substantial experience in facilities management real estate infrastructure or corporate services environments.
  • Demonstrated experience translating strategic objectives into operational plans and deliverables including performance monitoring and reporting.
  • Proven financial and operational management experience including budget oversight procurement risk mitigation and value-for-money service delivery.
  • Solid leadership and people-management experience including the supervision of multidisciplinary teams and outsourced service providers.
  • Experience working with multiple stakeholders including senior internal stakeholders external partners and service providers in complex multicultural environments.
  • Experience with environmental management systems; knowledge of ISO 14001 or similar frameworks would be an asset.

Languages

  • Given the nature of the role fluency in one of the two OECD official languages (English and French) and working knowledge of the other is required.

Contract Duration

 

  • Three-year fixed-term appointment with the possibility of renewal.
     

Please note that our Rules and Regulations stipulate that the mandatory retirement age is 67.

Selection Process 

All applications are screened based on the criteria for the position. For retained candidates written and video assessments are foreseen in March and panel interviews in April 2026 (calendar may be subject to change).
